A New Residential Community for a Growing Corridor
The Henry at Klein Mills brings new apartment living to Elizabethtown as part of the broader Klein Mills development along Campus Road. Planned in a natural setting with trees, lawn space, and community amenities, the Greystar community introduces a mix of one-, two-, and three-bedroom apartment homes within the fast-growing Lancaster-Harrisburg corridor.
The project is positioned to serve residents who want access to Elizabethtown, Lancaster, Hershey, and Harrisburg while remaining connected to a more suburban residential setting. With amenities including a resident lounge, fitness center, swimming pool, sun deck, dog park, EV charging, bike storage, and community-wide Wi-Fi, The Henry adds new housing choice within a larger phased development framework.
Supporting a Phased Land Development Plan
RGS Associates supported Klein Mills through subdivision and land development planning for portions of the 1376 Campus Road property. RGS provided plan submissions and review coordination on behalf of Klein Mills Development, LLC, including work associated with the final subdivision and land development plan for multiple project phases. RGS helped coordinate the practical site systems that allow a phased residential development to move from concept to implementation, including stormwater planning, drainage area mapping, site lighting coordination, and municipal review response.
Coordinating Infrastructure, Access, and Review
The broader Klein Mills development includes apartments, a clubhouse, public and private pedestrian connections, multiple access points, and supporting infrastructure. RGS helped connect these elements within the realities of a large site, a phased approval process, and ongoing township review. Access to the development from Campus Road and Groff Avenue includes a main roundabout entrance, along with a public walking path and a proposed private trail extension connecting residents to the community clubhouse.
Balancing Connectivity and Site Conditions
Klein Mills also required careful attention to environmental and regulatory conditions. Zoning hurdles involved an unnamed tributary to Conoy Creek, adjacent wetlands, required wetland buffers, and a conservation easement. The planning process therefore needed to account for both resident connectivity and the sensitive site conditions that shape how new improvements can be located.
Within that context, RGS provided the kind of technical coordination that is often less visible than the finished community but essential to its success. Stormwater, drainage, access, pedestrian movement, and municipal approvals all had to be considered as part of a larger development framework.

At The Henry at Klein Mills, new apartment homes are one part of a broader residential development intended to grow over time. RGS’s work helped support that long-term framework, advancing the site planning and approval coordination needed to deliver new housing while accounting for infrastructure, environmental conditions, and future phases.
