Freedom Square: A Master-Planned Mixed-Use Community
Freedom Square is a planned 460-acre mixed-use community in Conewago Township, York County. Led by Pasch Companies, the development is envisioned as a long-term community with a broad mix of residential, commercial, senior living, recreation, and open-space uses. Rather than functioning as a single-use development, Freedom Square is designed to bring multiple pieces of daily life into one coordinated plan.
RGS Associates supported the early planning and approval process by helping translate that broad vision into a workable sketch plan. With nine phases anticipated, the project required careful attention to circulation, infrastructure, land use relationships, and the sequencing of future development. The plan includes a variety of housing types, apartment communities, parks and recreation areas, elderly care living, and commercial properties, all organized within a larger framework for growth.
Coordinating a Complex Site Plan
For a project of this size, the planning process had to address more than layout. RGS helped evaluate how the site could support future development while accounting for road access, traffic movement, utilities, stormwater, and environmental conditions. A proposed roundabout at the Canal Road entrance was part of the early planning conversation, along with anticipated traffic impact studies, roadway improvements, and potential sewer upgrades.
Balancing Development, Access and Open Space
Freedom Square’s scale gives the project room to accommodate a wide range of uses, but it also requires a coordinated approach to connectivity and open space. RGS’s planning work helped establish relationships between residential neighborhoods, commercial areas, recreation spaces, and future community amenities. Through early site planning, infrastructure coordination and municipal presentation support, RGS helped position Freedom Square as a flexible, long-term development that can evolve as market needs and community needs continue to take shape.
Planning for Long-Term Community Value
At full buildout, Freedom Square is intended to offer more than housing or commercial development alone. The project is planned as a connected mixed-use community with opportunities for living, working, shopping, recreation, and senior living within one broader destination.
