Harrisburg Client Manager

RGS Associates, Inc. 

We are seeking candidates for the position of Client Manager to join our Harrisburg office. The successful candidate will be the senior person in that location, reporting to the Principal in Charge, and will oversee a team of Landscape Architects and Civil Engineers providing site design and land development services. We are looking for someone capable of developing their own client base, driven to succeed, is passionate about their work, deadline oriented, articulate and helps foster a collaborative design environment.

Primary Functions/Responsibilities

  • Lead site design and land development projects from conceptual design through entitlements and construction administration, including management of sub-consultants and design staff.
  • Assume responsibility (with support) for the production, organization, coordination, and accuracy of all design documents and presentation materials.
  • Exercise discretion and independent judgement in the performance of duties.
  • Lead multiple projects in various stages of development simultaneously and work cooperatively with the team to ensure design integrity and graphic consistency.
  • Communicate with and coordinate the efforts of project team members, clients, consultants, contractors, and agency officials.
  • Manage project schedules, workflow, and anticipate required staffing resources and delegate accordingly.
  • Work with the project team to produce presentation materials for client and agency meetings.
  • Effectively represent projects and project goals to municipalities, regulatory agencies, authorities, and community groups.
  • Coach and mentor junior staff, share experiences and lessons learned to increase the firm’s common knowledge.
  • Strong leadership and communication skills are essential in this position.
  • Develop new business contacts, pursue client leads, and project opportunities.
  • Write proposals, develop budgets, oversee client relations, and assist in preparing invoices for services.

Qualifications Required

  • Bachelor’s or master’s degree in landscape architecture or Civil Engineering (Professional Registration preferred).
  • Minimum of 12 years of related professional experience, including project management.

Project Engineer

Primary Functions/Responsibilities

  • A civil engineer, working within a project team, is responsible for the design, analysis, and permitting of land development projects including layout, grading, utility design, stormwater management, erosion and sediment control, permitting, and construction observation.  
  • Research, review, and interpret local SALDO, Zoning, Floodplain, and SWM ordinances.  
  • Perform site grading, layout, and road design within AutoCAD C3D (or the ability to oversee this aspect with a drafter/designer).
  • Perform utility layout, profiling, and detailing for gravity sanitary sewer and water systems. 
  • Perform stormwater management and conveyance facility design, detailing, and computations.
  • Perform erosion and sediment control facility design, detailing, and computations.
  • Prepare technical reports in accordance with local and state regulatory requirements.
  • Prepare permit application packages for authorization by local, state, and federal agencies including but not limited to Sewage Planning, NPDES, Chapter 105, and PennDOT utility permits.
  • Provide basic construction phase services including oversight during the construction of PCSM facilities, shop drawing review, RFI responses, CSK preparation, etc.
  • Prepare as-built record plans for submission to local, state, and federal agencies.
  • Provide basic mentorship, technical support, and delegation to drafter/designer staff.

Qualifications Required

  • BSCE in Civil Engineering or related field
  • EIT or PE preferred
  • Ability to ability apply critical thinking skills to problem solving, using logic and reasoning to identify strengths and weaknesses of alternate design solutions.
  • Ability to work independently, with oversight by manager or senior staff, on project related goals
  • Knowledge of design technique, fundamentals, tools, etc. involved in the production of technical plans, details, and computations.
  • Familiarity and proficiency with AutoCAD (Civil 3D preferred).
  • Excellent written and communication skills.
  • 2-5 years experience (minimum).
